KDMC — Complaint Against Builder

Hello,

I have been cheated by the builder as the possession date on agreement is 2017 but not yet got the possession, no benefits from builder given as he is arrogant and delaying the work of interior, as 100% amount has being released to him from bank but there is no work done yet, he doesnt replies on msg nor on phone, and just delaying the work and possession, so please suggest how to take quick action against him, as i am already in loss by paying the house rent and home loan from last 7 years because the property was booked in 2014, so please help and suggest a strict action to be taken against him
