KDMC — water supply bill

I am pratishth from kalyan, mumbai.

I have house in ambivali on my grandmother name. She is no more. Water supply dept disconected water supply 15-20 years ago. I dont live on that place as house is not in good condition. I pay land tax, light bill properly. Suddenly they sent bill of rs 50000 in 2019 why?

There is gov of kejriwal in delhi who provides free of cost water, light, busses, medical then why not in maharashtra. Maharashtra is financial capital of india then why cant they afford costfree facility like delhi.

I belongs to lower middle class family. My father is no more. I have my family responsiblity on my head. How can i pay bill of that much amount please help me in this issue.
