Lakshmi Vatika Limited — Refund cheque not cleared

I have booked 100 square yards plot, in drona city dehradun, in 2006. Have receipts of 91000 rs...
Further after many efforts I have received a cheque of 91000/ from high level committee dated 03.03.2023. But it was return without payment.
Now suggest me what to do.
