Landlord Harassment — Fake Electricity Meters

I am living in 7/140, Malviya Nagar, Jaipur. The LandLord's Name is Seema Khubani w/o Mr. Ved Prakash Khubani. They have a building with tenants living on the ground floor, 2nd Floor and 3rd Floor. He has fitted fake electricity meters and the electricity bill which he charges is monthly and that is also very escalated. The consumption o[censored]nits is far more than normal. He is cheating on all the tenants.
