Landlord Harassment — Not returning security deposit

We were living in a flat in mahal avasiya yojna, shri kishanpura, jaipur, 302022 and paid rs. 1, 50, 000 as security deposit to the landlord but due to bad environment and maintenance of the building we left the house and now the landlord is not paying the remaining amount to us and also asking to pay outstanding amount. The name of the landlord is Mukesh Charan and he is a government employee.
