Leakage — drainage problem

Dear sir,
I here want to complaint on drainage problem we are facing from my neighbour plot no 9, Geetha nagar, road no 1. There is a leak cage from my neighbour home we are informing him to clean his drainage seens 3 years .But he is not at all cleaning, we are facing problem from the drainage smell that is leaking and in my home we have children .
Please kindly want to make the drainage problem to be cleared
