Local Shopkeeper — declined to provide bill

I purchased 2 packs of pillsbury pastry cakes from a local shopkeeper and he declined to give me bill of it.

I asked him several times however he simply refused and said that he can give a plain bill. I saw even his registered gstin and mentioned that he must keep bill book always however he mentioned that he doesn't give it anyone.
