Local Shopkeeper — He received payment twice and denying the payment received

When I asked for online payment, they gave me QR code to scan, I did the payment of 181 Rs. As the shopkeeper just relies on a simple bank credit msg and for this transaction he didn't receive a msg for it. He asked me to pay 1 Rs for demo for which he recieved a msg, then he started asking me to resend 181 Rs now I again(second time) did a transaction of 181 Rs and now he received a msg. Then he said madam now I got the money...but my bank account was debited twice and he also received twice the money and he is saying I didn't got a msg for first transaction and I wont pay you back the first 181 Rs. I have the bank transactions showing all 3 transaction accross his QR code UPI number, I asked him thrice please check your bank account transactions but then he rudely saying to me that "just for your 181Rs should I ask for my bank acccount transaction". Is this the way to talk to the consumer.
