LPG — lpg subsidy failure/gas agency says open account in new bank

My father has two accounts in bank of india. The pension and lpg subsidy were transferred to one single account. Lately the lpg subsidy transfer failed. Bank says adhaar is linked. Lpg people say that pension account cannot be used for subsidy transfer. They say to open account in different bank.
If we are forced to open multiple accounts then what is the use of centralizing the adhaar.
