Mahavitaran — my account was debited but shows bill not paid

I paid bill online using my maharastra gramin debit card it shiwed webpage not available and was cancelled still my account was debited.
Please refund my money as soon as possible
I had done transcation on 31oct at 12:35pm
Please check it
As the amount sum of bill was around 7000.
Please help me in resolving this issue as soon as possible
