Make In India — how can it be called make in india

This is regarding wag 12 locomotive production.
As said by our dearest prime minister that this locomotive is make in india product, can he prove it.

I can prove that its not a make in india product.
The locomotive is being jointly developed by alstom and indian railways.

1) if it's a make in india product then why is a french mnc is given partnership, why is it not a indian designer or developer.
2) why is the design being outsourced when india has brilliant brains.
3) why is our money being transferred to some foreign nation on the name of partnership.

It doesn't become make in india if it is assembled in india.

It becomes make in india only if it is designed and executed in india by indians and the total cost of production should be spent in india for buying parts for that locomotive.

So no one have the right to call it as a make in india product.
It is just another plan of indian government to make india much poorer.
