MakeMyTrip India — International ticket refund during COVID lockdown

Make my trip has refunded only rs. 9038 for my international business class ticket on delta airlines. The amount i paid for the ticket while booking was rs.1, 89, 998.
The governments of both counties india and usa have passed an order not to penalise customers for cancelled flights.
