BSNL/postpaid Service — Frequent deduction of charges from main balance of bsnl [protected] even after lodging complaint

Dear Sir,

I am Samarendra Jena and my Bsnl mobile number is [protected]. Presently I am in Bhubaneswar and my email id is - [protected]@gmail.com. The connection was during 2011 while i was posted at Port Blair. since then i am using this service even after i am being transferred to odisha. In recent past, numerous deductions have been made for Rs. 10/- (Rupees Ten only) from 54646. I received a message like "THANK YOU FOR USING VALUE PACK SERVICE". YOU HAVE BEEN CHARGED RS.10".

After such deductions for many times, on 07 Nov 12, I made a complaint with customer care number [protected] vide complain number K07AN300476. After lodging a complaint, again on 10 nov, Rs. 1 again deducted from my account by the same source. Subsequently on 14 Nov 2012, 17 Nov 2012, 23 Nov 2012 and 26 Nov 2012, Rs. 10/- each have been deducted from my main account balance. In this regard, a complaint was registered on 23 nov 2012 vide K23AN300127 and on 26 Nov 2012 vide K26AN300151 has been also made. After deductions, when the customer care were approached, they sometimes deafear to the complaint or simply saying, they can only lodge a complaint. while asking about the cause of deductions, they simple saying that the deduction is made from the 3rd party and it will take around 4weeks to resolve the issue.

Now question arises,

1. Without a customer's request, how the balance from his main balance could be deducted under the pretext that the customer is using "Value Pack Service"? Before deduction of Rs. 10/-, have the customer should have provided the option, if he is willing to avail that "Value pack service"? Why is BSNL is deducting such amount against third party without the knowledge of a customer i.e before deduction????

2. Why it is taking so long time of 4weeks to resolve such an issue? It happens in every 4-5 days.That means in a month, nearly 5 times deductions will be made against "Value Pack Service", even the customer is not aware, what kind of service he is being provided against such amount????

3. Again and again, after lodging a complaint, still deduction are done from the main balance. Why is the BSNL is doing then?

4. Being a bonafied customer, I am using this service even in roaming. I have approximately loosing around Rs. 100/-, i am in doubt, whether i will be able to return back such deducted value or not.

4. I am really fredded up with the services provided by BSNL and intended to disconnect this mobile service so that the BSNL will loose a bonafied customer

Kindly look in to the matter. Or any such occurrence of even again and again will attract a "consumer case".
