Mts Wifi — Network issues, services not provided

I took a WI-FI connection with MTS in the month of Nov'2015. When the device got activated, i tried to use the device, but was not able to connect to it. I called MTS customer services, and i was told within next couple of hours the services will be OK. I waited and nothing happened. I called again and they told me that they will be sending someone at my doorstep who could check the issue for me in next 48 hours. I again waited but none came to check the issue, . I called then again and was advised the services should be fine after rebooting my device. I did that but nothing worked. I called the customer services again and was told in my area there are a lot of customer's who uses MTS wifi thats why the network strength is not good. I told them that at the time of taking out the connection this thing was not advised, and getting lesser networks is still OK, but not getting any networks was not fine. As i was just not able to connect the device with the phones. I called again and was advised try using it with a laptop to figure out if the issue is with the phone or with the device. As i did not have a laptop at that point and time so i waited for the next day and then tried to connect the device with the la[top, and it again did not work. I called the customer services again and they told me nothing can be done. I asked then to cancel the contract and give me the device refund. To which they said that to get the device refund i need to get in touch with the person who came to deliver the device at my place and they will cancel the connection for me. I called the person who had delivered the device at my place and told him about the whole scenario. He said he will file a complaint on his own and in next 72 hours i will get help. I waited for next 4 days and did not hear anything from him so i called him again and asked him about the complaint status. To which he replied that he forgot to raise a complaint that day but will raise a complaint from his side right now. I told him i don't want to use the services with MTS, so better help me with the refund process. He said he will request for it and within 7 days someone will come to pick the device and give me the refund. I waited again and non e came to help. I called that guy again and he said that i need to check it once with the customer services. I called the customer services and they said that they cant give me the refund as i have already spent 15 days of cooling off period after the device was activated. I told them that i wanted to get the device cancelled in between the 15 days time slot but Customer services and the person who had delivered the device made a false promise stating that the services should be fine and if it doesn't work they will help and give me a refund. But customer services then said that they cant help and they will not be able to do anything about the device refund and asked me to get in touch with the person who had delivered the device again. I asked them to cancel the device connection so that i don't get billed for, to which they agreed. Now i tried to call the same person who had delivered the device to my place again, but he stopped answering my calls. I called him from an unknown number and he became rude to me stating he cant help as he is just a delivery person. Now i am getting texts from MTS stating my bill is still not paid.
