Municipal Corporation Of Ahmedabad — Penalty for cheque returned of professional tax and no facility for online payment of Professional tax

My Professional tax no. is PRC[protected] on the name of Samanvay Systems Pvt. Ltd.
Three years back I submitted a cheque of Rs. 800 to your Law Garden office, as usual. By our mistake, it was not signed. Receiver also could not catch it. Next day I came to know while working for internet banking that the cheque is returned. I went to Law Garden office. They sent me to office near Atithya. They said that ‘you will get official notice. We can’t do anything’. Then I got notice after one month, saying that: ‘You have to pay Rs. 1000 as penalty and have to pay tax in cash for five years.’ Thus, till today I have to pay in cash.
Don’t you think that this penalty and five years ban are absurd? On one side PM is insisting for cashless transaction, and on another side you have yet not arranged a system for online payment of professional tax for monthly base. I can pay yearly fees of Rs. 2000/ on internet, but not monthly tax.
