I am desired to say that my registration Nos. GNCTD/E/2017/03041 dated 22/05/2017, MOEAF/E/2017/01251 dated 10 August 2017 and GNCTD/E/2017/06215 dated 11/09/2017 and an another number DJB/EE (NW), II/2017/5159 dated 23/12/2017 forwarded by Delhi Jal Board, Govt. of NCT of Delhi, Office of the Executive Engineer New Delhi-II, H-Block, Sector -15, Rohini, Delhi-110089 to the department- complaints regarding-
Bad smell/ biological oxidation/nitrogen gas is spreading in the locality of Pocket 3, 4, 5 and other adjacent areas of Sector 25 Rohini and it is coming from your plant STP, Sector 25, Rohini.
In this respect, I would like to attract your attention that this bad smell/biological oxidation/nitrogen gas is spreading in the locality of pockets of sector 25, Rohini, New Delhi. Locality person facing acute problems of health issues because of this bad smell spread over the locality. As per the doctors advised this bad smell is very harmful for human beings because inhalation of a Nitrogen enriched atmosphere i.e. loss of oxygen may cause dizziness, drowsiness, nausea, vomiting excess salivation, diminished mental alertness, loss of consciousness, and ultimately death. Nitrogen gas is classified as a “simple asphyxiate”.
Due to this strong bad smell it is not possible to sit in the open area of the locality for anyone. And this has degraded the property value of Sector 25 residents.
Sector 25 residential is also complaining that their electric equipments are getting contaminated and equipments wires are getting liquefy due to these gasses. Residents have to bear a huge loss of money as electronic equipments like A.C, T.V, Fridge and other items are damaging due to poisonous and harmful gases which are spreading from this STP in the pockets which are parallel to this STP respectively pocket 3, 4 and 5. Apart from that we acknowledged that the STP authority is not following the rules and instructions as made by the appropriate Government for the safety of the residents residing nearby it.
As according to Green national tribunal there is a specified parameter for such STPs’ for the treatment and release of gases which are produced in the treatment process of sewage. But Sector 25’s STP is not following such parameters which is an illegal act.
I would like to inform you that due to this bad smell, public, residents are facing health issues and suffering from different diseases especially kids and old aged persons are unable to walk and play in the parks made in locality pockets of sector 25, Rohini. This smell is more active in the early morning and late night.
On 03/03/2021 NavBharat Times Newspaper has given information that if Delhi Jal Board would not take action in this matter then the authority of Delhi Jal Board will pay the penalty of Rs. 5 lakh per month. Annexure attached along with this application.
I may again desire to request your department to take this matter personally and find out a proper way to control this bad smell and harmful poisonous gases which are spreading out in the locality of pockets of sector 25, Rohini 110085 and causing mental, physical and financial losses. Pocket residents of Sector 25 have made many complaints in your department but unfortunately all are vain.
Please take an early action in this matter and save general public life who resides in Pockets of Sector 25, Rohini who are residing very near to sewage plant, Delhi Jal Board.
