Municipal Corporation Of Delhi — Illegal boring inside mcd sealed building

For last 2 days' i am listening a noise of boring of water pump inside my neighbor building which is sealed by mcd itself. They removed sealed their own and started work. They also hired 2 bouncer guys who are not allowed outsider to go inside. Police also comes and distracted by them in all the way they can. They are doing this inside a room in parking lot.
