Municipal Corporation Of East Delhi — Delay in providing Death Certificate

I filed the application and register for my mother Death Certificate on 16th january, on which I was assured that i will get the certificate in maximum 10 days. after 20 days when I visited the center at karkardooma, again the person confirmed it will be updated by one week. I took the registration number so that i can download it online. Since then (from Feb 10) i am trying to get the same by loggin in daily. It is always showing pending with Registrar. Yesterday wehn I visited them again they said it will be updated by evening. Still status is same.

Can I know how long does issuing a death certificate take, when govt. is caliaming to get it in one week., how can it take almost 2 months.
