Municipal Corporation Of East Delhi — mcd site is not opening

For long time the site of edmc to deposit property tax is not working. I tried several times but site is not opening. The message come to check lan setting. I tried it also bui not successful. There was 15% discount but all the time site was not operational. Now who is responsible for the loss of revenue to mcd. I file property tax online but did not face any problem except this year. Hope the site will be workable at earliest.
