I am a resident o[censored]ttara Apartment, Premises no. 1963, Mukundapur, Satabdi Park, Block-E, Kolkata-700099 of Kolkata Municipal Corporation. Recently we are facing issue with a street dog residing near our apartment and has already bitten 6 people.I would like to request the authorities to kindly take an action regarding this.This has become a nightmare in our locality.     Read about the fire safety rule book and would like you to see the dangerous situation in which we tenants of buildings no 35, 37 and 45 jamunalal bajaj street, kolkata - 7 are living and no action is being taken since last so many years in spite of so many reminders, or the department is waiting for one more tragedy to happen like Stephen house, Manohardas katra, Nandram market and many more where fire safety norms and kmc rules were violated and overlooked and no action was taken by the concern department firstly from stopping the on going illegal construction and later by not demolishing the same.

    Fire-safety rule book

    All buildings more than 14.5 metres high (four floors) need:

    Building was already 20 meters and now it is 25 meters after illegal construction. (photo as a proof attached)

    • Two sets of stairs on two sides for easy entry and exit.

    Previously it was two and now it has put down to one and also the direction of the staircase is changed from the road side to interior of the building.(photo as a proof attached)

    • A lift.

    No lift installed at present but now it is being tried to installed illegally against KMC demolition order, Fire safety norms, Electric safety norms and above all against High court order.

    • An additional water reservoir for firefighting.

    No reservoir

    • Easy passage to the roof for all occupants.

    Roof is kept locked and it has been given on rent.

    • Fire exit doors leading to the escape route.

    No doors only one narrow entry and exit about 2-3 feet wide ( photo proof attached)

    • No wooden stairs.

    Only one stair case interior of the building

    • A fire alarm system. Anyone discovering the fire should immediately call the fire brigade and for that the building owner/occupier shall provide manual call point systems to alert the occupants.

    No way out for the occupier so question to reach fire alarm system is not possible

    • The electrical shaft, electrical mains or meter not to be placed in front of the staircase or underneath the staircase used for exit.

    It has been placed in front of the staircase recently in spite of several objections made to the CESC

    • The electrical shaft, electrical mains and meter should be away from the building in a separate meter room, never in the way of the exit from the building.

    It has been put in the way of the exit by the CESC in presence of Fire service department declaring it to be unsafe and even after several objections made.

    • Exit signs and floor number signs should be placed on all floors.

    No safe exist or say no exists so question of sigh and floor no NA

    • The basement must not be used for any other purpose except parking.

    All the above fire rules are violated in our buildings and further illegal construction continue to block the air and natural sunlight with illegal construction covering the gap in between the 2 buildings no 35 and 45 jamunalal bajaja street, kolkata - 7 (photo evidence attached)

    If these norms are being flouted, you the occupant can alert the fire brigade (write to the director-general of West Bengal Fire and Emergency Services at 13D Mirza Ghalib Street, Calcutta 16) or/and the Calcutta Municipal Corporation (call the control room at 2286 1212/1313/1414 and ask for the director-general, buildings).

    We have been writing since last 9 years to all the concern department but of no use, awaiting for someone who can really take action and is not part of this corrupted system

    Please take necessary action immediately and save us from this fire hazards and please don't regularise such illegal construction for sake ofcearning some penalty money keeping lives of so many people at stake.

    Status shown in kmc website is that our complaint has been attended and an inspection has been done. But what are the findings and what action department is taking to demolish the illegal construction is not mentioned. Earlier also several inspections and department enquiries are done but illegal construction still continues. Who ever comes and inspect don't do anything or files a false reports after getting his share of profit generated our of this illegal construction.

    Without KMC and local PS involvement any illegalities is not possible.

    Please look into the matter and make the department take immediate action to demolish the illegal construction.

    Complaint can only be resolved if KMC and Fire service department takes necessary action against the illegal construction which has invited Fire hazards keeping lives of so many people at stake.

    Illegal construction should be demolished for the safety of the people in and around the building.

    It has been more than 9 years and illegal construction contineous one after another blocking all the open space in the building with these illegal construction depriving the tenants from natural sunlight and air.

    Windows and safety passage are blocked.

    No one there to take action only filling their pockets and keeping eyes closed at the cost of so may human lives who are put into danger due to fire hazards invited by this illegal construction

    only a 3 feet passage for entry and exit for 3 buildings having height of 25 mts after illegal construction

    pls help us in fighting against this corrupted system prevailing in KMC and WB Fire service who are not taking any action since last 9 years
    and illegalities continues till date.

    What kind of society are we living in where money in more important than human lives

    This is to inform you that 8 months have already passed after we received your reply
    but no action has been taken to demolish the illegal construction by the Executive Engineer

    Now after the high court order no illegal construction can be regularized by the KMC by taking penalty.

    What for are the authority waiting?

    Are they waiting for one more Stephen House, Mahohar Das Katra, Nandram market etc fire tragedy to take place.

    How can an illegal deed be regularized by taking money.

    Please take necessary and immediate action.

    Hope 9 years is sufficient time for kmc to take action.

    It has been more than 9 years since then landlord of 35&45 jamunalal bajaj Street, Kolkata-700007 has being doing illegal construction in violation of Hon 'able high court order dated 15.10.04 by Honable Justice Girish Chand Gupta stating as below

    Construction in ground floor was in process earlier also at the time of inspection done by the special office appointed by Hon’ble high court and this is also mentioned in the order and report submitted. Now further illegal construction has started on the ground floor beside the main entrance of the building no 35 jamunalal bajaj street, Kolkata 7 and below the stair case.

    Lift pit has already been constructed and in the name of repairing and renovation of building an illegal addition floor has already been constructed in violation of Hon’ble High court order. Photo attached with this email as proof. This is further important to mention that KMC has denied giving any sanction plan for additional floor. Written submission in Hon’ble High court attached

    Dimension of the staircase has been changed from road side approach to inside and also encroaching the only common entrance and exit and reducing it to 3 ft only in violation of the above order. It has also been done in violation of Hon’ble high court order by Hon’ble justice Pranab Kumar Chatopadhaya after demolishing a shop. Photo attached with this email as proof. This is further important to mention that KMC has denied giving any sanction plan for changing staircase dimension. Written submission in Hon’ble High court attached

    This is further to inform you that contempt proceeding is also pending before the Honable' court and KMC being a party to the proceedings, instead of taking action to stop further construction and to demolish the illegal construction already done in violation of kmc rules, fire safety rules, without sanction plan and in violation of Hon’ble High court order is regularising some illegal construction for sake of some monetary gains and in presence of a stay order and contempt proceedings from Honable HIgh Court. But for doing demolition they have the excuse of matter being subjudice. In the order Honble justice Girish Chand Gupta even doubted the bonafied intension of KMC.

    We all are aware of the corruption prevailing in KMC but now with a hope that TMC under leadership of Mamta Banerjee will not tolerate such corruption we await some effective action.

    Once again reminding and requesting you to do something for us to save our live from fire hazards invited due to this illegal construction which is done with the help of antisocial and managing concern department.

    Photos were already forwarded to you and a personal visit of your honest team can see them self and judge the situation and danger in which we are being compelled to live because of corruption in department and no one there to stop such illegalities.

    Crime and illegalities are done with a mindset that everything is manageable with money and which can be shared out of profit from illegalities and they are not afraid of violating law and order and safety rules which kmc need to follow in sanctioning any construction.

    With a hope for immediate action for our safer living.

    This is further to inform you that one more emergency exit has been closed by putting a collapsible gate
    on 2nd floor open veranda adjacent to staircase of 45, jamunalal bajaj street, kolkata -7

    landlord is trying to illegally construct and cover the open space by blocking all the window and depriving us from natural sunlight and air.

    We have informed you time and again about the same and had stopped for some time but again they are in process of this illegal construction which contentious since last 9 years.

    Writ Petition against the same is also pending before the Hon'ble High Court and you are also party to the same. Copy of the same has already been served.

    Pls find photos attached as evidence and for your record.

    Please take necessary action to remove the gate so that open veranda can be used as exit at the time of emergency. There is no way out in this building if there is Fire as all exists are closed due to illegal construction.

    Awaiting your prompt action to stop such illegalities and help us to live safely

      We are the residents of Arvin tower, 242/1b, a.p.c road, kolkata - 700 004, under ward of 12, are appealing to KMC for not only giving relief but also stop spreading various disease CAT related. In our tower around 85 families are residing along with children. Best of our knowledge around 20 cats are in the building and life is getting miserable day by day. we have tried our best to get rid of this cats but failed to do the same. Our building children are unable to come out from the flat because of bite and scratches. Even it is difficult for us to keep our flat open for little while. Therefore, it be our humble request to give us better living to take care of these cats like kmc department take care of stray dogs.

          Dear Sir / Madam Am ashamed to highlight that the streets in P. Naskar Lane, Kolkata - 39 gets water logged quiet frequently . Even when there is slight rain as the road in front of lamp post ( LP 1/18/0/1/1 ) is a busy stretch as it acts like a short cut connector between kasba main road and Picnic Garden . There is a new Tiljala Post office, which remains partly submerged at slight bit of rain . To us the issue is the main picnic garden road and the higher side are at 10-12 inches higher, so our area road and adjoining area becomes like a plate where water get accumulated from all side and subsides the last aswell. Entire area is massively water logged, entering our houses, at certain points the water level is above knee level . Resulting in huge wave of water when there is any vehicular movement . Our houses are getting damaged, due to stagnant water bad odour and mosquitoes make life miserable . Repeatedly have highlighted the same to councillor and other leaders, Request some help as none o[censored]s can go to office, nor can children go to school . Its looks like we live in some village or dark age . We have few elderly people staying in our neighbourhood, it becomes risky with such massive water logging .           Water logging at Khidderpore market, due to non-cleaning of the water passage. This water logging is in front of St. Stephen's Chuch, adjacent to St. Thomas school, and it's every days problem. Please look into it. Attaching photos for your perusal.

            I am the co-owner of the residential house at 4-Nebubagan Lane, Kolkata 700003. My Northside neighbors, Mr. Balai Chatterjee and family, ground floor renters at 6-Nebubagan, started an illegal concrete/brick construction around March 2, 2014, whereby they used my adjoining south wall for support and structurally damaged my south wall in the process. Photos, sketch and copies of my police complaint and resulting court injunction will be attached and submitted to Kolkata Corporation complain number 20552014 on e form. Kolkata Municipal Corporation (KMC) should demolish this illegal construction done without permission from me or the KMC, and help repair our damaged wall. Additionally, the Chatterjees are running an illegal prostitution and extortion enterprise with criminal backing. They have been harassing my staff and I with physical violence, threats and false lawsuits. KMC should help remove them from this peaceful residential neighborhood.

              I am a resident of Kolkata, residing at Ekbalpur Lane..The lane which i use for travelling is one of the busiest area in the locality.Although this area is full of ill, legal constructions, but with the passage of time, the condition is getting bad to worse.For instance, some people had started using the common public passage as their house extension.As mentioned earlier, the lane through which i pass, is not only causing me trouble, but also some of the, passer by's are getting injured almost every day.The reason being 'an installed A/c output unit, by the property owner at the outer side of the house.Although, it seems to me that this property owner had already extended their house & using a part of the common lane provided by government(to be verified) as their house extension, further they had installed an a/c output unit at the outer part of their house, that too at the level of head.Yesterday evening i was passing through that lane & got badly hurt on my head. In fact this is the second time i got hurt.When ever some one objects about this, the person gets treated, badly by the land lady(Reshma) who uses abusive & provocative languages & insults almost every one who speaks about the concern.I am not intrested in argueing or fighting with them rather raise my complain in front of the correct authority.Being a person of 21st century, its my democratic right to speak up, about what i see wrong around me & that is what exactly i'm doing.I do'n't know what would be the course of action & how effective this online complain would be.But, if taken care it would ease the life of lots of people.Since i don't know the exact address of the property, i had attached a satellite picture from Google Earth highlighted with red dot.This area falls within Ekbal pur Lane & Mominpur (Choti Bazar).Sorry i don't know the exact address, but had attached satellite map from Google Map

                Dear Sir,

                This is to bring to your kind notice that there is an illegal expansion construction going on at above address with G+1 construction presently. The owner of the building is now raising another floor above the ground level. This is hazardous to the environment around and is bring down the image of KMC.

                The builder knows the fact and so he in the guise of repairs and painting of the building .

                Everything is happening under the knowledge of local councillor and must be the local Police Station also aware of the matter .

                Being a alert citizen of the locality ; I want to bring to your knowledge about this matter and request you to take stern action to stop construction and demolish the construction already under way for this .

                If you are not taking stern action ; I will forward the same letter to our Chief Minister Smt. Mamata Banerjee and inform her that you have been informed in time .

                You should send your team or you may visit yourself to understand the seriousness of the matter .

                  I am Deepak Sengupta of 5A DAKSHIN BEHALA ROAD, BEHALA, WARD NO. 126, OPP. DATTAR MATH, Kolkata 700061.This is to inform you that for about a year the condition of the street in front of our complex is in very bad condition.It often remains waterlogged and the drains are totally blocked.Although the workers are cleaning them but it again gets block after few days.It has been a serious problem and it has now become a breeding place for mosquitos.I request you to do the needful and take corrective action in making the street and drainage in proper condition.

                    Sir, we are badly suffering due to a street dog who is giving birth to her children again & again. My Address is 57/2 E, College Street, Kolkata -73. She has already given birth two times in a few months ago in the ground floor of our house & lives with her family in the narrow lane out side of our house tries to enter in people's house. The main problem is that due to pregnancy period she becomes very aggressive & comes towards people to attack them. I need to go for swiming at the morning time & it becomes too tough to open the door at the morning time. this is three time she is going to give birth to her children. sir, please do something as soon as possible.

                      I prashnatit pal buy flat from m/s sb infrastructure at march 12 and after cc(Complete certificate from kolkata corporation) get position august 12., a flat owner at m/s sb infrastructure developed project .Address 93, bidhanpally, garia, kolkata- 84

                      1. As per building sanction (No-327/2010 dated 11/11/2010) no existence of 7th flat but the developer construct an illegal flat after c.C from kolkata corporation. So developer do not provided any service room which is maintain at building sanction plain.

                      I have complained several time (Complain no p22072012 dated 5/6/12, p47622012 dated 25/10/12, p56412012 dated 14/01/13, p18112013 dated 23/06/13, p36022013dated 14/9/13, p60972013 dated 1/01/2014)but the corporation did not take any action and unauthorized construction completed . Your unauthorised case no[protected]status "a complaint for unauthorize construction has been registered. Unauthorize construction case has been generated.Iwant to know what is the status unauthorize 7th flat of our premiss ?

                        Demolition Case No. 11-D/V/2013-14, Bro. V. This matter is already under Court proceeding before the XIII Judge of City Civil Court for injunction and already the court has ordered for Commission and the commsssion was held on 29.4.2013. Already the commissioner has submitted the commission report to the XIII Bench Judge. The Next hearing will be held on 07.02.2014. But in the meantime the defendents has started the illegal and un authorised constructions forcibly at Premises No. 14B, Baburam Seal Lane, Kolkata-700012, ward no.48 on the morning of 19.01.2014. So we fail to understand how it is possible in Democratic Country. The Defendents have not maintained any law. The Land of this Premises is approximately 300 Sq.ft. Then according to Kolkata Municipal Act there is no provision of making new constructions, only repair is permissible. But the Defendets Rajib Kheto has no care to maintain any law and threatened me with dier consequences. Therefore, It is my humble submission that Please necessary legal steps to stop the illegal works.

                          This is for your kind information that my total area vacant Plot was 03 cattas after the year 1983 I has been sailed to my brother Sri Nepal Paul with registration 01.5 cattas from my above said vacant land. And I made in pucca structure building ground floor in the year 2009 & 1st floor in the year 2010 used my residential self-occupied, and I am timely pay property tax every quarter. But my brother Sri Nepal Paul made pucca structure building ground floor approx area 500 in sq.ft. In the year 2009 on above said 01.5 cattas vacant land which is purchased from me and till now he with family used my septic tank. I am informing to you that till now my brother Sri Nepal Paul not to file application for property tax and not paid any property tax, but till now I am paid property tax for total area vacant Plot 03 cattas (my self 01.5 cattas and my Sri Nepal Paul 01.5 cattas). The Application submitted on 30.07.2013 your office Receipt No.00000 for send Assessing Inspectors for verification. I disappointed to say that up to till date Four months passed over since 30.07.2013 but no reply from your end. Therefore, I am repeatedly requesting and Reminder you to kindly look into the matter with send Assessing Inspectors for verification and please arrange separate Assessee Number for my brother’s property Sri Nepal Paul for his property tax and kindly order to him for made separate septic tank in pucca structure for used him with family and sympathecaly deal my case, now I am 72 years old person with high presser & Asthmatic patient. So, please your immediate action will be highly appreciated. Now I am look forward to your kind favorable reply.

                            With regards to the heavy water logging just outside of our waIl inspite of informing over and over again to the officials as well as to the cleaning staffs,nothing has been actioned so far .The water logging has been happening because the underground drain & ventilations might not working properly causing huge problem for us.It seems there is no body/cell exists in municipilaty which can monitor everything is functioning properly.
                            few years back this was one of the road where water neve get logged but for last couple of years even in little rain water getting logged.

                            Shall we expect appropriate action from the municipality or it will still be remaining same as non cooperative and damaged work culture.

                            Kolkata Municipal Corporation — Theft of Manhole cover on the main road

                            Sub. Theft of man hole LID on the pavement in front of 864, block p, New Alipore, Kolkata 700053 has created a death trap for both the inmates of the said house, and the and the pedestrians using the pavement, that includes aged men, children, ladies and physically handicapped people.

                                worst drainage system in this area severely causing hindrances in daily lives.sanctioned high drainage system is overlooked by local councilor.no actions are even after repeatedly complaining throughout the year.kmc replies that sanctioned high drainage work is pending but the reason is unanswered still now.we complained in kmc's website but no further investigative efforts are taken on this matter.however positive and implementative steps are expected hereafter.the ward no.of this area is113.
                                must follow...
                                It is an emergency matter 2 folllow against infrastructural deficiency of the city of joy...
                                lets stop our city from being a dumb city...its our pride make it priceless...
                                15mins of rain brings floods on roads ...should a metro city be as it is

                                  Hi All,
                                  The purpose of this post is to ask for advice and create awareness about the vulnerability o[censored]sing credit cards for online payments.
                                  Back on 24/11/2012 I have paid my House Property Tax to Kolkata Municipal Corporation (KMC) using my HDFC Credit Card. The house is in Kolkata but I am working from Bangalore. The Credit Card is registered to my Bangalore address. There is no user ID/Password system while paying online to KMC through their website. One has to enter the assessee number to make payment.
                                  Unfortunately for me, I paid the TAX for a different assessee number. The other assessee turned out to be my neighbor. How? – I pulled out an old money receipt from KMC with my name as the payer and the assessee number of my neighbor. Most likely there was a mix up my KMC. I entered this number when making payment.
                                  Within munities after making the payment, I realized the discrepancy from the payment acknowledgement which had my neighbor’s name. I immediately called HDFC customer service to block the payment but without helping they advised me to contact KMC (Merchant). I sent an email to HDFC anyways requesting them to block the payment.
                                  Next I tried to call KMC but was not able to reach them. So I wrote an email the same day requesting them to refund the amount as I paid for a different assesse. After few follow up with KMC, they advised me to take it up with the other assessee (my neighbor). KMC wanted me to follow up with him to realize the amount. They were unable to settle it themselves.
                                  When I contacted my neighbor (luckily I knew this person), he acknowledged not paying the amount but also disagreed to pay me as he is in the process of selling the flat. He had not paid tax for the last few quarters. This information on KMC website is open to all if you have the assessee number.
                                  I have followed up sever times with KMC, HDFC and got the same answer again and again in spite of clearly mentioning that neither KMC nor the assessee are willing to pay back. The HDFC second escalation contact did not even bother to respond to my email. I also wanted to cancel the card due to poor customer service but not response to that as well.
                                  I now want to fight this legally and also publish a caution note in media for public awareness. I don’t know if these types of issues are common but personally I am shocked to know that there is no way I can recover my money paid online through credit card. Also a government organization instead of settling a problem themselves wants the consumer to settle it outside. No one wants to take action, responsibility. The customer is simply let to suffer. Any advice, help will be much appreciated.

                                    Dear Sir,
                                    I have purchased a resale flat in Santoshpur (Jadavpur), Kolkata 75 (Ward No: 103) recently.
                                    I have applied for a Mutation at the Santoshpur Corporation in order to change the flat officially in my name in the records of the corporation also.
                                    The biggest surprise is that although my flat is only 799 sqft (as per deed), the officials at the corporation office is claiming the same flat with an area of 1695 sqft. My question is can a Resale flat, which was previously mutated @ 799 sq ft built up area be declared as 1695 sq ft and being taxed heavily???? Its a property made of bricks & cement and cannot be elastic in nature due to which it may increase in area size.
                                    Please suggest me to come out of this unscrupulous practices and excessive taxation of the corporation.
