National Highways Authority Of India [NHAI] — Badarpur toll plaza charged still showed blacklisted and took cash

I crossed Badarpur toll plaza from Delhi to Faridabad, last lane on the right has taken cash from all the cars stating that the fastag is blacklisted. How can all the cars be blacklisted.? You need to get the machines tested. They deducted through fastag as well. They took 70 rs cash and deducted amount from fastag.
