National Highways Authority Of India [NHAI] — blockage of approach road by toll plaza management

To check unpaid toll vehicle, toll plaza management at ghatlohnga village of bastar district (Cg) has blocked approach road to my farm house and village main road, as some of the vehicles take a by pass to skip toll plaza. But this is not the right way. I contacted but they ignored.
