National Highways Authority Of India [NHAI] — collection of toll fee even when it is a single road.

I am on my way to hyderabad from kurnool. Why do we have to pay toll fee when the other road is on repair and there is only single road and it road was on repair for almost 25 kms. This happened near bhootpur. This is really worst service from nhai. Atleast the toll charges have to be waived off. This is not the correct way to collect charges for no service at all...
