National Highways Authority Of India [NHAI] — complaint about charging of 100 percent fee to a local resident of resident within 20 km of the toll plaza

I am a local resident of town falling within 20 km of the toll plaza. But they told me the earlier local daily pass issued by them is not valid anymore and you have to pay full 100 percent, first of all i want to ask with what authority they are charging me 100 percent instead of being a local resident as per the provisions provided to a local resident. Can you detail me what to do to so that i only pay what i intend to pay.
