National Highways Authority Of India [NHAI] — Excess charges for their own mistake

We were travelling via Easter Peripheral Dulai Toll plaza and there were two ladies who told us to show us a slip which was to be given by the previous toll person on our way. We told them that we waited at the previous toll and there was a person there, we asked him if we could go and he let us go and didn't give us any slip. The ladies told us to submit INR 360 as we were not carrying that slip. We told them clearly that the person at the previous toll didn't give us any such slip even though we waited at his counter.
Then those ladies made a call to their senior accountant, Mr. Vivek Singh to whom we told the same thing but he also told us to pay INR 360. The person didn't even check the camera footage of previous toll and told us that it's our fault that we didn't take the slip; it is our responsibility to that slip. We told him that we new to this place and why didn't the person at the previous toll give us the slip even though we stopped our vehicle and waited. But he cut it off everytime saying that it's our responsibility only to take the slip.
Why and how is it the consumers responsibility?? This is sheer ignorance of the authorities by putting the responsibility on the consumer. I am attaching the INR 360 slip which we paid to finally take our vehicle ahead. Please look into this issue on priority and take strict action against the faulty personnel.
