National Highways Authority Of India [NHAI] — Illegal overloading collection at beawar pali pindwara project

Dear Sir/madam,

I am a small transporter and utilise beawar pali nhai project highway. Normally my carriers are within permissible weight limits. However at times, few carriers are shown higher weights at toll booths, and since I know that my carriers are within limits, they utilise static weigh bridge where I get refund. Few observations that I have noted in levying overload charges I am sharing with you since illegal activities are going on in the project since many years and all authorities, including engineers deployed by nhai to look after the project, are keeping their eyes closed (personal benefits). These anomalies are:
Agreement between nhai and project states that overload charges will be charged by project at a category higher than the existing vehicle category. Plus it also says that the overload portion from the vehicle will be removed by the project and then only vehicle will be allowed to pass through plaza. To my surprise, after thorough research, I came across two circulars. One states that overload charges will be based on overload percentage. This circular is being followed by project overlooking the agreement that the project has signed with nhai. There is another circualr which clearly states that project will follow the agreement and unless project has signed a supplementary agreement with nhai to follow different overload charges, all prjects will follow the concesion agrement. This circular is blatantly being ignored by the project as per their convenience and as per their own disposition, they are looting the users. It is also to bring to your notice that next project of Soma is also levying overload charges but as per their agreement with nhai. Earlier they were also charging overload based on percentage circular, but after the clarification made in 2nd circular, Soma has also started charging overload as per their concession agreement. So why beawar pali pindwara is being considered as special nhai project and has been given the authority to charge overload as per their will? If my point is proved right, please direct the project to deposit all illegal money collected so far from the users till date on account of overload and the money be deposited in government treasury since this is public money which has been colleected by this project through illegal means. Stiff penalty may also please be imposed and enquiry be setup at highest level against their management and operators. It is needless to mention here that why this has not been pointed out by the engineers deployed for this project by nhai since they are also gloves in hand with the project. If at all they have pointed it out, please intimate action taken from your office. If not intimated, then why nhai is paying to them for not doing their job. It is waste of taxpayers money.
My 2nd observation is that project road quality is very poor since every year they repair their road completely. Road ride becomes WORST during monsoons. Is it some special road that such worst quality of road maintenance is being alowed by authority since road adjoining this project road belonging to Soma and Pali Jodhpur highway never faces this kind of worst condition of the road?
