National Highways Authority Of India [NHAI] — Kyathsandra/Tumkur/Chokkenahalli Toll Booth issue

I Use toll road only for 3-4km but i am forced to pay full toll fee, there is no service road provided for local people and there is no proper response,
how can some one expect to pay full amount for 2% usage
There should be rule for local and short distance users or service road need to provided .
