National Highways Authority Of India [NHAI] — Locked and unclean ladies toilet

While travelling from Haldia to Durgapur, we stopped at Highway Nest at Palsit to get some food and use the toilet.
The toilet was in locked condition. I had to ask for the keys from the shop (Highway Nest) to use the toilet.
The toilet was very untidy and dirty and found clogged.
May please look into the matter.
