National Highways Authority Of India [NHAI] — NH-28 (from Lucknow to Gorakhpur)

I want to know whether there is any provision which directs that one (1) lane of the toll plaza should be reserved permanently for the VIP traffic and when there is no VIP movement such lane should be barricaded. This incident happened with me when i was travelling from Gorakhpur to Basti, at Mandawnagar Toll Plaza one lane was barricaded while the light on top of that lane was flashing green. I went to the guard and asked as to why the lane is closed when even the green light for that particular lane was on. He answered that this lane is permanently reserved for VIP movement and normal traffic is not allowed on this lane. I further requested him to allow me to pass through this lane as there was line on adjacent lanes and i even said that i will only pass the toll after the payment of applicable toll tax but to this got very rude and said that no one is allowed to pass through this lane and only VIP's are supposed to use this lane. In this regard I seek an answer whether there is any provision or directive that entitles the management of the toll plaza to shut one lane of the plaza for normal traffic. Awaiting your early reply.
