National Highways Authority Of India [NHAI] — not obeying rules and regulations

It is to inform you that the bright toll plaza are dealing late with their customer... They are taking much more time then prescribe in the rules i.e. 10-15 second. As per the information Mr. Jindal received about NHAI toll plaza rules, that One doesn't have to pay the toll fees if any vehicle fails to complete this process due to:
Congestion at the booth.. As there was one jeep infornt of me after one car the staff member was having some conversations with him for about 6-8 minutes..
After reaching there I asked him for the same rule and for 3 min in a line rule.. He totally sad no and took payment from me and started arguing with us... So please do something against it...
