National Highways Authority Of India [NHAI] — payment of toll even after waiting of 15 minutes

I was going to Delhi from Jaipur via NH-8. This was the first toll where I had to wait for 14 minuets exactly which is over 3 minutes. As per the rule I can pass without paying any toll. I passed through lane no 1 on date 8 feb 2018 at 16:39. TRN ID: [protected] Veh Type Car.User Id :RAJE1380. They are saying in reply that there is no rule as such and if there is it is not applied on NH-8. Even after talking with the customer care they are also telling us the same. Kindly look into the matter.
