National Highways Authority Of India [NHAI] — regarding misbehaving of staff..

As we passing from national highway agra, we are standing in a que for around 7 to 9 min. When i refused to pay toll as law passed by government no toll after 3 min waiting, they started misbehaving. And act as gundas... I ask them is this national highway, they refused, when i ask then why u wear nhai uniforms they reply company give us thats why we wear.. They said do what u want to do.. These rules are not for us... You have to pay toll after the wait of 1 hour also...
