National Highways Authority Of India [NHAI] — scam of double charging on bagan toll plaza [nh1]

I was passing though BHAGAN TOLL PLAZA[nh1] towards Panipat at 9:12 AM on 23rd Oct 2019 and was told Fasttag is not working so I have to pay in cash. I paid Rs. 105 in cash for both sides trip.

In evening when I was returning from the toll, they deducted money from my FASTtag account too. On asking for refund Rs. 70, which was wrongly deducted they said ask your FastTag company to initiate refund.

Now the problem is on receipt of Rs. 105 Toll has not even mentioned my car number.. it only says Receipt number 8511, time: 9:12, Date: 23/10/19.

This is not the first time it happened. I have crossed this toll 3 times in October month and all the times they have double charged me and never refunded. Bank could not refund as cas receipt doesn't have all details.
