National Highways Authority Of India [NHAI] — Sikar Dadiya Toll Plaza Misbehaved and Mental Harassment

I was travelling by my car from Bhadwasi Sikar to Dadiya toll Plaza Sikar Rajasthan (RJ SH-8) on 19th Feb 2024. According to government rules, local residents living within 20 kilometers of the toll plaza do not have to pay toll fees. Consequently, I requested Dadiya Sikar toll plaza team to let me pass as I am from Bhadwasi Village and it falls under local residence list, but they refused, mentally tortured and misbehaved with me. They are not interested in seeing my local address proof. Then I left the toll plaza forcefully and decided to file a complaint against the team at Dadiya toll plaza. When the highway rules state that local residents do not have to pay toll within 20 kilometers after presenting proof of local residency, I don't understand why at all local residents are required to pay toll.
