National Highways Authority Of India [NHAI] — street lights are installed but never started

Street lights are installed but never started on service road from bhujbal chowk to bhumkar chowk. It is always off. When will they start?
Already complained to pcmc (Pimpri chinchwad municipal corporation) they said it is not under there responsibilities and highway authority should work on it.
