National Highways Authority Of India [NHAI] — Taking toll tax for the road is not prepared yet at NH27 Dhupguri to Siliguri

The road of NH 27 has not prepared yet but the 2 numbers of toll tax gate has started which generating revenue from public. From Dhubguri to Siliguri there 2 numbers of toll every vehicle have to pay. But the road condition at Moynaguri is very bad, anytime accident can be happen there. And many places from mentioned area is not prepared yet
So please kind attention about this matter to avoid road accident on NH27. Thank you.
