National Highways Authority Of India [NHAI] — Toll Charge for accident Towed Vehicle

# I'm travelling from Bangalore to Hyderabad in a Towed Vehicle AP09Y6230 as my vehicle got accident
I crossed 7-8 Tolls Non of them Charged me for Accident Vehicle.
However Toll Sakapur Has charged me that there is a rule as per act 1988 was mentioned by employee at Toll

Can I knew what's the Rule
Also If Sakapur charged me wrongly I'd like to raise a Ticket against
If not Raise a Service Related issue for the rest who didn't charged me
I'm traveling from Bangalore to hyderabad 8th Midnight to 9th April 2023
