National Highways Authority Of India [NHAI] — Un necessary charges on Kherki toll Plaza (Gurgaon)

Today I used Kherki toll plaza to visit someone in Maneshar and return back in 22 minutes and the toll charges Rs 70 rupees two times up and down a total of Rs 140.

Why do they charge both way toll charges if I am returning in only half an hour?
