National Highways Authority Of India [NHAI] — Unfinished damaged Road not fixed from an year

This complaint is regarding Road from Tirupati to Puttur . It's is mentioned as NH where half of the road is unfinished diverting users for single lane and part of highway was damaged/some issue from last year rain which left the same way from An year . They are charging Rs 80 and no idea why on what basis .
