National Highways Authority Of India [NHAI] — violation of toll rules

Sir I was travelling from Jaipur to Delhi and there is a toll plaza named Manoharpura Plaza. On that toll there was a traffic jam of more than 1.5km and we had to wait for 28 minutes on that toll. When we reached the counter the fare was Rs.60 and we refused to give it because according to toll rules if are waiting for more than 3 minutes then we have not to pay the fare. This is a consumer right but the voilated us by showing a form. We said them to give a written copy of rules with signature. They denied to give it. At last we were forced to pay the toll. I want that the NAHI should take a strict step against this. I am a citizen of Panipat, Haryana. This is my phone number -[protected]
