National Highways Authority Of India [NHAI] — waiting in porur toll more than 15 to 30 min every time

Dear sir,
This is to brought to your notice every time while crossing Vanagaram toll it takes minimum of 15 min to 30 min. With respect to roll act I asked them if I waited more than 3 min in a toll I no need to pay toll fee but the employee in told its applicable only in central Govt directly governed tolls not for others. Kindly intervene the issue and requesting to take necessary actions.
