National Highways Authority Of India [NHAI] — yellow line at road toll

I'm a commuter from mumbai. Everyone is aware of the traffic issues during peak hours.in order to avoid heavy traffic congestion there is a yellow line at certain distance from the toll tax collection point. However the toll operators are not following the rule for letting commuters go without collecting toll tax. Every evening i pass by the mep operated toll collection point at mulund airoli road. Even if the congestion goes far beyond the yellow line the operators don't all anyone to go without paying toll tax. As per a recent rti report msrdc informed that there are no such directions from state government to follow the yellow line rule. This should be acted upon with utmost priority considering the hassle every commuter goes through on a daily basis.
