No Broker — Complaint about non creation of Rent agreement

I have paid 3786 rs for the rent agreement service on 15 th May 2025. Its been one month completed but still no progress from No broker. No body is responding to call and not even replying back on call and emails. Now I am getting a feeling of fraud from No broker as nobody is reponding
