I have applied for PAN online and made a payment of rs.106.9
through UPI but my transaction got cancelled from BILLDESK but money was debited from account they have not initiated the refund payment.

the complaint has been resolved not by NSDL but by billdesk. If you are also facing same complaint you should contact BILLDESK support and provide them with the proper transaction detail they will resolve it. NSDL will not do anything in it.
