I applied for PAN card, the application was successfully submitted but the payment failed multiple times. It's been 10 days since I made the payment but have not received the refund till now. The link to know the transaction status seems to be broken (https://www.tin-nsdl.com/services/tan/changemode.html). What to do? Where to complain?
