OBC Certificate — False declaration regradinging OBC

Dear Sir, We are from OBC cremy layer. But, one of my uncles son and daughter had used false declaration and Obc certificate to take admission in IIT and for job. They already have lots of property. Where can I complain about this forgery. Thanks Shivendu kumar
