Ola — Billing of ride without any pickup or drops

Even though i cancelled the ride within a minute after booking, i have been charged rs 89 without any pickup or drop and the driver is least bothered about informing about this and he has simply sent the bill details.
This is the second time this has happened to me. please take some serious action about this.
He has arrived near my location, paused there for few minutes and has stopped the ride.
How can he generate a bill? i have attached the invoice also and please have a look at it
