One97 Communications — amount deducted from account but not made to service provider

Actually i made a payment to icai but this amount is deducted from my bank account but not recieved from icai. Just i recieved a msg thank you for using state bank internet banking. Your transaction ref no igaczcjbm7 for rs.3300.0 on 23-feb-18 19:50 this please resolve my query and tell me when i got refund amount.
