Oriental Bank Of Commerce — money refund

My account no [protected], obc khadiner more, chinsursh hooghly branch.in 10/4/2018 i wanted to e - com recharge 399 by the phone pey app but unfortunately my recharge was failed, txn/ref no 7001175. But i can't refund my money. So please check it and requested to solved my problem. I faced a grate difficulty to this problem.in these problem i go to my bank but they can't solve may problem. So these problem is very much unbearable for me.
