Panind — pan card cancellation

Today in the evening my brother aditya kumar shaw have applied for pan card online in panind. When he told me about the chargers i was shocked. It is very high i made my pan card approximately a year ago i have made it offline in just 150 rs. And this company is charging 500 rs. It is very high. I just want to cancel my pan card application and get the money refunded. Thank you.
